Personality: Burter's pride relies on him being the fastest, leading him to be dubbed as the "Blue Hurricane" but despite this, he considers himself to be the fastest in universe, which meant being faster than Ginyu and Frieza. He knew that in terms of power level, they were faster than him but in terms of raw physical prowess that isn't aided by power level, Burter is indeed the fastest. He gets agitated at opponents who are faster than him due to having a higher power level as he doesn't entertain the possibility that in equal terms, someone can be faster than him.
Aside from his superiority complex in being the fastest, he is shown to be the strategist of the team when Ginyu isn't around, which is evidenced when he told Jeice to use the crusher ball on Goku back on Namek while he rushed him, a strategy that Jeice complied with despite being higher ranking.
Above all, he is shown to be a comical person like the rest of his team, such as playing rock-paper-scissors with them, doing poses and making bets on potentially life-threatening battles.
History: Burter's complex of being the fastest originated in his childhood, his mother made him do all the household chores and would get punished if he didn't them in a timely manner. This is around the same time when his unnatural power had manifested, and he was able to do his chores in a very timely manner. He prided himself on doing tasks in time, which led him to the goal of being the fastest in the universe.
This ambition caught the eye of the Ginyu Force, which he was reluctant about at first but he grew powerful bonds with the team, notably Jeice which made him see the Ginyu Force as his family, and in extension being loyal to Lord Frieza.
Unfortunately, some of the Ginyu Force members met their demise at the hands of Raditz, Mikan and Cell with Burter included. He went to HFIL for the longest time, but the fastest in the universe would eventually outrun the horrors that lied in wait down there, escaping his torture.
He is now back as apart of the living, reduced to a weaker state but determined to uphold his mantle of Blue Hurricane, as the fastest being in the universe.
