Personality:
Hale shows some personality traits common to members of his family; for instance, he exhibits a desire to destroy or dominate anything he can, though he prefers the latter, seeing unnecessary death as a potential waste of resources. He is however, lacking a lot of the sadism seen in other examples; he avoids being showy or toying with his opponents and simply wishes to kill or disable them as quickly as possible. More than anything, Hale exhibits an excellence at and a predisposition to critical and strategic thinking, examining an opponent as they fight to try and determine possible weaknesses. This analytical aspect of his mind also comes into play with long-term planning, and he has already proven himself a cunning tactician in practice time and time again, though never in the field. Hale, thanks to a lack of power compared to his relatives for much of his life, has developed more of a desire to be respected than feared, and tends to be more gracious with subordinates and those he thinks can prove more than loose ends than may be expected.
History:
Hale was born, unfortunately for him, on the same exact day as Prince Frieza. A cousin to the royal family and with noble parents of his own, his power was already being compared to the High Prince from the moment he came into the world. He was found to be lacking, and Hale was always seen by his parents as a failure and mistake, especially in comparison to his more powerful brothers and his royal cousins, who eclipsed his power many times over. To make matters worse, from a young age Hale struggled with controlling what power he did have, and his true form repeatedly shifted and and caused him physical difficulties, his colour changing at first to a sickly orange.
Over time, and after his final form settled onto a dark, sleek black, Hale gained enough control to suppress his power, though it only made him seem even smaller than before. His black skin and deep blue eyes were still obvious, and much to his parents' chagrin he had a sleek orange for the colour of his plating, something that reminded them over and over of their son's failures and sickliness as a young baby. As he grew up just enough, Hale was forced into a brutal studying and training regime, which was more consistent with repeated abuses commited upon him rather than anything to help him improve. His main challenges were mentally, as he had to steel himself constantly against the beatings and borderline psychological torture, sessions which forced him to confront his weakness and his inability to ever compete with other members of his family.
Hale finally understood his failure more thoroughly, and he adapted because of it. Realizing that he would most likely never reach the levels of his siblings or cousins, he began to craft his own ideas of opportunities, knowing that they would never come in his lap. He studied hard and focused on strategy and management, deciding that someone valuable in tactics and management of the Cold Empire would not be expendable, not someone who would be cast by the wayside and killed so quickly, noble or not. He began to experiment with all manner of techniques as he grew as well as ways of leading and keeping troops under control, realizing that he could improve upon the designs of his parents greatly and do things that would win their favour; it was that point where Hale realized that he had no desire to help them, none to improve upon what they had done so much as tear it down and start anew.
Knowing that their power was much higher than his own, Hale waited and plotted, planning a revenge that he knew they wouldn't see coming, having thoroughly cemented himself as an idiot that would only work as a servant to them and the rest of the family. With that in mind, Hale took the time to concoct a poison, powerful enough to kill most of them ten times over. With the solution prepared, he arranged for a soldier to take the fall as all of his family drank together, choking and succumbing to the toxin that he'd arranged. The soldier who served them, knowing he would be blamed, fled for his life and was a convenient scapegoat for Hale's blame. Inconveniently, Hale's only sister, of slightly higher power than him had already fled Cold thanks to her mistreatment from their parents and had disappeared into the reaches of space long ago. With no other successor, Hale was declared the Count of his parents' lands.
He realized however, that he alone could not control his base of power. That despite the fact that he had soldiers who were genuinely loyal, who wished to serve one of the few nobles on Cold they could mostly trust, that there would eventually be those who would challenge him, and he would be unable to fight them. It was then he decided that he needed to not only leave Cold, to try and gain power, but also to orbit around it; he would find the missing Frieza and move into his sphere of influence, under his servitude and protection. He did not know where the Prince had gone, only kept spies around to figure out where his subordinates had been headed - Namek. Assuming they must have known their Lord's location, Hale stealthily followed, travelling to the alien planet alone and hoping to retrieve a Dragon Ball to curry favour with his cousin, the Prince who all his misery stemmed from.
